Innova ignition lock position

Innova ignition lock position
Excuse my ignorance but what does this do? When I turn the key that way, it won't come out, so I'm not sure what it's purpose it.

The opposite way to on (ccw). It says "lock" on the barrel.

Turn the bars to full left lock position then turn the key to lock position to apply the steering lock , then the key should remove from the ignition leaving the bars locked ! !
I'd always chain too to an object be on the safe side mind ! !
