was sitting at the mot station Saturday when this 850 shaft drive custom bike came in with a number plate MOT, of course this intrigued me so I had a word with the owner he told me it was a 79import from the states,and its not on the dvla books yet so has no number plate, he had it insured on the frame number, but needs a mot to get the dvla to give it a reg number,
can he legally ride the bike to the mot with no number plate

Its the same as if it wasn't taxed, as long as its insured and on route to a pre booked mot at a station within a reasonable distance it's perfectly legal.
I have an unregistered import NSR250 that when finally rebuilt I will have to do the same.
