New frames are not available, and using another is not allowed if caught it would be scrapped and you would be prosecuted as the ID goes with the frame.
6 volt 90 frames that can not be fixed are scrap.

I changed the frame on a 1994 C90 a few years ago.Used a 1984 one and as wightegi says the bike then had to go with the 1984 registration number, but it was allowed and it wasn’t scrapped.
If you do it make sure you clear it with DVLA before going for an MOT,as they check frame/engine numbers.
Of course things may have changed by now, again check witH DVLA.

It's certainly a grey area i purchased a stolen recovered Honda CB125 many years ago from a clearance auction that had both engine and frame numbers removed.
Asking the local cop shop at the time if i could reuse it (the frame) they said as long as you have the receipt for purchase just stamp a new number on it,
I managed to get that in writing from the Sergeant at the desk.
DVLA and the police force often sing from different Hymn sheets though

I was told that aswell to stamp the new number onto it once the number matches the paperwork all should be ok

I certainly would not advise grinding the number off a frame and then stamping a different one on. It is called ringing and an offence.
6 volt 90 frames are all 60 years old now and none are available new .The only frames available now are the enclosed frame 12 volt ones .
£476 on CSMNL site , but out of stock.

New frames are not available
Not true
I do have a genuine unused C90 frame in beaver brown no numbers stamped on it (and none removed either  )
It was acquired amongst other stuff along with a Green C50 and Yellow C70 frame in the early 1990s from an auction next town down (Loughborough) Honda dealer in early 1990s
I kept the C90 frame as the girlfriend had one and was waiting for the inevitable rear end collapse.
The collapse never happened and it sat in my attic for years.
I am slowly amassing the parts to build up another C90 around it and have a rotten framed one with log book.
But if £476 is the buying price for a new C90 style
I will take £500 for the classic 6 Volt C90 frame i have

The frames on the Isle are for newer 12 volt bikes and have all the paperwork to put on the road but not as a pre 1980 frame .
And a new 6 volt frame ,that might be the only one out there ,eBay springs to mind with a £500 starting price :)
